Instructions

  1. Preheat the oven: Preheat the oven to 400°F (200°C) and line a baking sheet with parchment paper.
  2. Mix dry ingredients: In a large bowl, whisk together the flour, sugar, baking powder, salt, and orange zest.
  3. Cut in butter: Cut in the cold butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.
  4. Combine wet ingredients: In a small bowl, whisk together the cream, egg, and vanilla extract. Pour into the dry mixture and stir just until combined.
